GHS stands for the Globally Harmonized System of Classification and Labelling of Chemicals. It is an international framework designed to standardize how hazardous products are identified and communicated across markets.
In the United States, OSHA adopted GHS into its Hazard Communication Standard in 2012. That standard governs OSHA chemical labels across industries that handle, produce, or sell hazardous materials. What many small consumer brand founders do not realize is that the standard does not stop at the factory floor. If your product contains a hazardous chemical and a consumer can purchase it, GHS label requirements apply to you. Pool winterization chemicals, algaecides, hot tub shock treatments, and household cleaning concentrates all qualify.
The good news is that GHS label requirements are not as complicated as they look in regulatory text. There are six required elements, and once you know what each one does, putting a compliant label together becomes a much clearer process.
GHS label requirements specify six elements that must appear on every compliant label. Here is what each one is and why it is there.
This is your product name or the chemical name of its hazardous ingredient, depending on your product category. It must match what appears in your Safety Data Sheet exactly.
Your label carries one of two signal words: Danger or Warning. Danger indicates a more severe hazard. Warning indicates a less severe one. Your GHS hazard classification determines which applies. Only one signal word goes on the label, and it is not a choice you make based on branding.
A hazard statement describes the specific nature of your product’s hazard in plain language. Examples include “Causes serious eye damage” or “Harmful if swallowed.” Your product’s classification determines which hazard statements are required.
Precautionary statements tell the user how to handle your product safely, what to do in the event of exposure, and how to store and dispose of it properly. These are often the most space-intensive element on chemical product labels and must remain readable at minimum font sizes under chemical labeling requirements.
GHS hazard pictograms are the red-bordered diamond symbols that identify the type of hazard your product presents. The system includes nine total: flammable, corrosive, acutely toxic, oxidizer, environmental hazard, health hazard, compressed gas, exploding bomb, and exclamation mark for moderate hazards. Your product’s classification determines which GHS hazard pictograms appear on your label. Most consumer chemical products carry between one and three.
Your label must include the name, address, and phone number of the manufacturer or responsible party. For small consumer brands, this is typically your company’s business contact information.
Signal words are not assigned based on how your product is positioned or how you want it to feel on the shelf. They are determined by your product’s GHS hazard classification.
GHS classifies chemical products by hazard type and severity. Categories run from 1, the most severe, to 4 or 5, depending on the hazard class. Danger applies to Category 1 and Category 2 classifications. Warning applies to Category 3 and below.
If your product contains more than one hazardous ingredient, the most severe classification governs. Chemical label requirements are clear on this: one signal word per label, determined by the worst-case ingredient in the formula, with no exceptions.

If your product is a pool sanitizer, algaecide, pond treatment, or any formula that qualifies as a pesticide under federal law, you have a second regulatory layer beyond GHS to work through: the Environmental Protection Agency.
EPA-regulated products fall under the Federal Insecticide, Fungicide, and Rodenticide Act, known as FIFRA. Under FIFRA, the EPA must approve your label language before your product ships. That approval process includes specific requirements for directions for use, precautionary language, storage, and disposal that go beyond standard OSHA chemical labels and GHS chemical label requirements.
For pool and pond care brands, this means your label must satisfy both frameworks at once. When GHS and FIFRA requirements conflict on the same point, EPA-approved language controls. Getting this resolved before your label goes to a printer is significantly less painful than sorting it out after.
The most common issue is space. Founders consistently underestimate how much label real estate the required elements consume, particularly precautionary statements. A moderately hazardous product can require three or four separate precautionary statements, each carrying multiple lines of text at a mandated minimum font size.
The second issue is classification. Some brands determine which GHS hazard pictograms and hazard statements apply by comparing their product to similar ones on the market rather than through formal classification. GHS label requirements tie directly to your product’s official classification, and that classification has to be documented in your Safety Data Sheet before your label design begins.
The third issue is font size. Both GHS and OSHA chemical labels carry minimum size requirements for specific elements. A label that includes all six required elements but sets the signal word in a typeface too small to meet readability standards is a non-compliant label, regardless of what else it gets right.
GHS label requirements do not only govern what your label says. A compliant label has to remain legible through the entire life of the product. For pool chemicals, pond care products, and hot tub treatments, that means surviving outdoor storage, UV exposure, moisture, and repeated handling across a full season.
Standard paper stock does not hold up in those conditions. Choosing the right label materials is part of compliance, not just aesthetics. Film-based substrates with chemical-resistant coatings and UV-stable inks are typically required for products stored in variable outdoor environments.
